General Counsel

Vicki Lowery, J.D. serves as General Counsel for the Mississippi Department of Child Protection Services, overseeing and managing the agency’s legal matters, advising the agency’s senior leadership, and supervising the agency’s Office of Legal Counsel.  She also serves as a faculty instructor for NITA (National Institute for Trial Advocacy), teaching litigation skills to attorneys in multiple states. Vicki graduated with honors from the University of Southern Mississippi with a B.S. in Political Science and honors from Mississippi College with a Juris Doctor Degree. She was inducted into the National Order of Barristers (a national honorary organization whose purpose is to recognize excellence in oral and written advocacy). Vicki is a graduate of Leadership Mississippi and has been recognized by The Mississippi Business Journal as a Top 40 Under 40 and a Leader in the Law.  With her twenty-five years of legal experience, having practiced civil litigation in the private sector, taught full-time as a law school professor, and worked in state government, she draws from these experiences daily.  She was the Director of the Division of Early Childhood Care and Development with the Mississippi Department of Human Services prior to joining MDCPS. This role allows her to use her legal skills and experience to benefit some of the most vulnerable children in our state.  She feels fortunate to work alongside so many hard-working and dedicated professionals committed to improving children’s lives in the state’s child welfare system.  Her goal is to help improve the quality of the state’s child welfare system by focusing on collaboration between MDCPS and our courts and legal systems that directly impact the lives of children in the state’s legal custody.
