In-CIRCLE

in-CIRCLE is an intensive, home and community-based family preservation, reunification, and support services program for families with children at risk of out-of-home placement. It is designed and implemented to help break the cycle of family dysfunction by strengthening families, keeping children safe, and reducing foster care and other out-of-home placements. The primary goal of the program is to remove the risk of harm to the child rather than removing the child by:

  • reducing unnecessary out-of-home placements
  • preventing and/or reducing child abuse and neglect
  • improving family functioning
  • enhancing parenting skills
  • increasing access to social and formal and informal concrete supports
  • addressing mental health and substance use issues
  • reducing child behavior problems
  • safely reunifying families.
