Operations Strategy and Policy

Philip Parker is the Director of Operations and Strategic Plans for the Mississippi Department of Child Protection Services. Starting in 2023 as the director, he facilitates the development of policy, procedures, strategic, and operational plans that guide daily operations and facilitate future planning for the agency.

Philip is a retired Brigadier General with 34 years of service in the Mississippi National Guard. Throughout his service, he has held various command and staff positions, which include Commandant of the 154th Regional Training Institute and Deputy Commanding General for Mobilization at Camp Shelby Joint Force Training Center. He also served as the Army Chief of Staff and as the Assistant Adjutant General, Army for the Mississippi National Guard.

In his role as the Commandant of the 154th Regional Training Institute (RTI), he was responsible for military training and professional development in the areas of Combat Arms, Leadership, Military Occupational Specialties, Additional Skill Identifiers, the Non-commissioned Officer Education System, and the Officer Candidate School for the Army National Guard, United States Army Reserve, and the Active Component.

He also served as the Deputy Commanding General for Mobilization with responsibility for the formulation, development, and implementation of the Mobilization, Force Generation, Integration plans for 1st Army at Camp Shelby Joint Force Training Center.

General Parker served as the Chief of Staff for the Mississippi Army National Guard where he was responsible for supervision of the Directorates and overseeing the implementation of all policies, plans, and programs of the Mississippi National Guard.

Upon appointed as the Assistant Adjutant General, he guided the formulation, development and implementation of all programs and policies affecting the Mississippi Army National Guard and its nearly 10,000 Citizen Soldiers.

Philip is a resident of Madison, Mississippi. He graduated from McComb High School in 1984 and holds an associate degree from Southwest Mississippi Community College. He also has a Bachelor of Arts degree in Business Administration from the University of Mississippi and a Masters degree in Strategic Studies from the prestigious United States Army War College.

He is married to the former Carol Slaton. They have two amazing children and two wonderful grandchildren.
